What Is the Military Clothing Allowance?

The military clothing allowance is a cash payment issued to enlisted service members to cover the cost of purchasing and replacing uniforms. It is authorized under 37 U.S.C. § 418and administered by the Defense Finance and Accounting Service (DFAS). Officers do not receive a clothing allowance — they are expected to purchase their uniforms out of pocket using their regular pay.

There are two distinct types: the Standard Initial Clothing Allowance, paid once when a member first enters active duty, and the Annual Clothing Replacement Allowance, paid each year to cover the cost of replacing worn items. Both are set annually by the Secretary of Defense and take effect on October 1 of each fiscal year.

FY2026 Standard Initial Clothing Allowance

The Standard Initial Clothing Allowance is issued when an enlisted member first reports to active duty. It covers the cost of the full initial uniform set. Rates effective October 1, 2025 (DFAS CMA1, DoD FMR Vol. 7A, Chapter 29):

A portion of this allowance may be issued as a prescribed cash payment for specific items the member must purchase independently. For example, Army female members receive $406.60 of the $2,475.17 as a direct cash payment for specified items. The remainder is used to purchase items through the military clothing sales store.

FY2026 Annual Clothing Replacement Allowance

After the initial issue, enlisted members receive an annual replacement allowance to cover the cost of replacing worn uniform items. There are three tiers: Basic (first 3 years), Standard (after 3 years), and Special (Navy Chief Petty Officers and Navy Band members only). Rates effective October 1, 2025 (DFAS CMA2, DoD FMR, Chapters 29 and 58):

Is the Clothing Allowance Taxable?

The annual clothing replacement allowance is not taxable as long as it does not exceed the actual cost of the required uniform items. The initial clothing allowance is also generally not taxable. However, if a member receives a cash payment in excess of their actual uniform costs, the excess may be taxable. Service members should consult their installation's finance office or a JAG officer for their specific situation.

Coast Guard Clothing Allowance

The U.S. Coast Guard is administered by the Department of Homeland Security (not the Department of Defense) and publishes its own clothing allowance rates separately through the Coast Guard Pay and Personnel Center (CGPPC). Coast Guard rates are set under the same statutory authority (37 U.S.C. § 418) but are published in Coast Guard Pay Manual, COMDTINST M7220.29 series, rather than through DFAS. For current Coast Guard rates, service members should consult their unit's finance officer or the CGPPC directly at dcms.uscg.mil.

When Is the Allowance Paid?

The initial clothing allowance is typically paid within the first pay period after reporting to basic training or initial duty station. The annual replacement allowance is paid once per year, typically during the anniversary month of the member's initial clothing issue date. Reserve and National Guard members who are called to active duty receive a pro-rated allowance based on the duration of their activation.
