The Three Components of Military Compensation
U.S. military pay is not a single number. It is composed of three distinct elements: Basic Pay, Basic Allowance for Housing (BAH), and Basic Allowance for Subsistence (BAS). Understanding each one is essential to calculating actual take-home compensation.
Basic Pay: The Foundation
Basic Pay is the taxable base salary determined by two variables: pay grade (rank) and years of service (YOS). It is set by Congress and published annually by the Defense Finance and Accounting Service (DFAS) at dfas.mil. The pay table covers grades E-1 through O-10 and W-1 through W-5, with YOS brackets at 0, 2, 3, 4, 6, 8, 10, 12, 14, 16, 18, and 20+ years.
On December 18, 2025, President Trump signed the National Defense Authorization Act for Fiscal Year 2026 (S.5009) into law. The act mandated a 3.8% basic pay increase effective January 1, 2026 for all active duty service members. This percentage was set by the Employment Cost Index (ECI) formula defined in 37 U.S.C. § 1009, which ties military pay raises to private sector wage growth.

Basic Allowance for Subsistence (BAS)
BAS is a fixed monthly food allowance that is not taxed and does not vary by location. The 2026 rates (DFAS, Posted December 2025) are:
- Enlisted: $476.95/month
- Officers: $328.48/month
BAS is not intended to cover the full cost of food. It is a partial subsidy. Service members living in barracks typically eat in dining facilities (DFACs) at no additional cost; BAS covers meals purchased off-base.
Basic Allowance for Housing (BAH)
BAH is the largest variable component of military compensation. It is not taxed and is designed to cover median rental housing costs in the duty station's local market. BAH rates are set annually by the DoD and vary by:
- Duty station ZIP code — rates differ significantly by location
- Pay grade — higher grades receive higher BAH
- Dependency status — with or without dependents
As an example, the 2026 E-5 with dependents BAH rate is approximately $1,980/month in Tampa, FL, $2,490/month in Chicago, IL, and $3,855/month in New York City. Special and Incentive Pays
Beyond the three core components, service members may receive additional pays including: Hazardous Duty Incentive Pay (HDIP) for flight, parachute, or demolition duty; Career Sea Pay for extended shipboard service; Hostile Fire / Imminent Danger Pay ($225/month in designated areas); and Hardship Duty Pay for assignments to designated locations. These are published separately by DFAS and do not affect base pay calculations.
How the 20-Year Retirement Is Calculated
Under the legacy High-3 retirement system, a service member who completes 20 years of active duty receives a monthly pension equal to 50% of the average of their highest 36 months of base pay. Each additional year beyond 20 adds 2.5%, capping at 75% at 30 years. Under the Blended Retirement System (BRS), which applies to those who entered service on or after January 1, 2018, the multiplier is 2.0% per year (40% at 20 years), but the government also contributes to the service member's TSP (Thrift Savings Plan) account. Only base pay — not BAH or BAS — is used in the retirement calculation.
